International Maritime Cluster «IT-MET Chamber» (Innovation Technologies-Maritime Education and Training Chamber) at Kherson State Maritime Academy

Experience of cooperation with the international investors revealed the necessity to join the efforts for activity systematization aiming at further system development of educational establishment, modernization and update of training complex equipment, attracting foreign investors to maintenance of physical infrastructure.

Clusterization of enterprises, research and educational institutions of definite field of industry, bodies of local government is a positive practice for solving this issue.

Having the aim to implement international experience of clusterization and understanding the conditions at KSMA, there was gathered a working group which initiated the creation of generally recognized model of international educational cluster.

Newly created International Maritime Cluster «IT-MET Chamber» (Innovation Technologies-Maritime Education and Training Chamber) at Kherson State Maritime Academy is aimed at concentration of financial, material and staff resources of international and national crewing and shipping companies, central and local government bodies and direct its activity to aimed and system enhancement of maritime professionals’ quality training at the Academy on the basis of implementation of modern innovation technologies into educational activity and carrying out training on the physical infrastructure which meets constantly growing requirements of maritime industry.

International investors of the Academy, national and local bodies of government, financial institutions, building and publishing enterprises were proposed to be involved into the process of clusterization.

All Cluster founders have clearly defined liabilities concerning their part in the development of educational and training base, implementation of modern innovation technologies into educational process of KSMA, publishing of research works, building and reconstruction of Academy premises, crediting education of youth from underprivileged families with 3% interest rate and delay in payment till graduation and employment and the process of payment during 2 years.

Newly created International Maritime Cluster «IT-MET Chamber» can be eligible for the status of a pilot one in the sphere of maritime education. Its main aim is support of innovation implementation into educational field of KSMA, facilitation of industrial experience of companies-Cluster members integration into theoretical and practical training of cadets and seafarers, enhancement of educational establishment and local government bodies collaboration through increasing the level of youth employment.

On the initiative of KSMA and international companies-partners, the Ministry of Education and Science of Ukraine, Kherson Regional State Administration International Maritime Cluster «IT-MET Chamber» (Innovation Technologies-Maritime Education and Training Chamber) at Kherson State Maritime Academy was created. 

Newly created Cluster has no analogues in the world because KSMA is in the center of attention of maritime industry in it. Seventeen international and national enterprises, institutions and organizations became the founders: Ministry of Education and Science of Ukraine, National Academy of Educational Sciences of Ukraine, Kherson Regional State Administration, the International Maritime Employer’s Council, Marine Transport Workers’ Trade Union of Ukraine, Marlow Navigation (Cyprus), Marlow Ship Management Deutschland, Marlow Navigation Ukraine, Columbia Shipmanagement (Cyprus), Columbia Shipmanagement Ukraine, BSM Crew Service Centre (Ukraine) Ltd., PJSC “Alfa-Bank”, Publishing house, Kherson City Charitable Fund “Maritime Brotherhood”, PE “PCE Khersonteploizolyatsiya”, PE “YPO”, Kherson State Maritime Academy.


 

 On October, 14, 2016, there was held constituent General Meeting of International Maritime Cluster «IT-MET Chamber» founders.

 

    Aims of the Cluster are meeting the demands of the national and global maritime industry for highly qualified professionals, ensuring that these professionals are able to systematically and consistently use the knowledge, skills, and competencies acquired at the Academy when they work on board ships of the merchant fleet.

High-priority tasks of the Cluster are:

  • to organize training of future seafarers by using IT-technologies for training future seafarers;
  •  to continue implementation of investment projects aimed at training maritime specialists of Skilled Worker Category, Bachelor and Master Degrees at KSMA;
  •  to ensure economic and political attractiveness of the Ukrainian part for foreign investors – participants of the Cluster;
  • to guarantee stability and respect to the Memorandum signers in the process of implementing previous agreements on the issues of training maritime specialists for the Cluster participants on the basis of Ukrainian level education system.

  On October, 15, 2016 representatives of all founders signed core documents of the Cluster - Memorandum of foundation of International Maritime Cluster “IT-MET Chamber”, Regulations of International Maritime Cluster “IT-MET Chamber”, Management structure of International Maritime Cluster “IT-MET Chamber”, International Maritime Cluster «IT-MET Chamber» development conceptual framework till 2020.

 

    During the sitting of Cluster Council consisting of the representatives of all founders, the tasks for planning Cluster activity 2017 and drafting of long-term plan of Cluster development till 2020 were defined.
